Paying for the years before kindergarten in Tulsa

Tulsa families have three no-cost or reduced-cost routes before kindergarten: free public pre-K at 4, CAP Tulsa's free early education for eligible families, and OKDHS subsidy for licensed care.

Last verified: October 2026. Agencies revise these programs every year, so confirm details with the office named in each section.

Is there free pre-K for 4-year-olds in Tulsa?

Yes. Any child who is 4 on or before September 1 can enroll in Oklahoma's voluntary public school pre-K, in a full-day or half-day program.

Who can attend CAP Tulsa?

Eligible Tulsa County families with children from 6 weeks through 4 years old, placed from a waitlist that ranks children by need, age and openings rather than by application date.

Can the tax credit pay a private pre-K?

At age 4, yes, if the school is accredited and on the participating list; the Tax Commission's age rule is 4 on or before September 1, so younger classes don't qualify.

Who qualifies for OKDHS child care subsidy?

Families who meet OKDHS's work or activity rules and its income test; starting February 1, 2027 a new applicant's income can't exceed 55% of Oklahoma's median, while renewing families may stay up to 70%.
